Do not create an encounter record when a "part" (ex. wild dog tail) only is detected

What would you like to see?
For the system to NOT create an encounter record if the only annotation in it is a wild dog tail.

How would this functionality help you?
Wild dog tails do not always get associated with the correct body in ACW although it does a pretty impressive job of getting it right A LOT! However, when it doesn’t, per the example in the screenshot below, it takes multiple steps to correct. Since a tail-only encounter record has no value - there’s always a body annotation on the same media asset that can be used to create the correct body & tail annotations - it would eliminate unnecessary work to deal with the “orphaned” tail-only encounter.

I’m switching this from a feature request to a bug report, because this shouldn’t be happening and if it’s still occurring, it should be fixed. I’ll need more time to look into this.
