What happened?

Issue: Unapproved Encounters with no Location or Taxonomy

What did you expect to happen?

All bulk uploads should have Location and Taxonomy data

What are some steps we could take to reproduce the issue?

Actually this is silo security kicking in. PaulK account does not have the ‘admin’ role. Rather it has orgAdmin only. Therefore PaulK is seeing silo security filtering out information from gabriele’s account. This looks like as-designed silo security if PaulK and gabriele don’t have an explicit sharing Collaboration.
