Location ID option not appearing in Encounter Edit

What happened?
I tried to add a preexisting Location ID to an existing submitted encounter, but this particular location ID (New Brighton Beach) did not appear in the dropdown. However, New Brighton Beach does appear in the dropdown when you go to submit a new encounter, and it’s also specified in the GitHub files. I also tried creating a new encounter where I specified New Brighton Beach as the Location ID on the Report an Encounter page, but after the encounter was submitted, I re-opened it and the Location ID (New Brighton Beach) was gone.

What did you expect to happen?
The New Brighton Beach option should be visible in both the encounter location edit (where it’s currently missing) as well as the new encounter submission page (where it’s currently available)

What are some steps we could take to reproduce the issue?
Report a new encounter (or open an existing one), and click Edit next to Location. Click the dropdown under Set Location ID and search for New Brighton Beach (it should be alphabetical).
