For the time being, if you need to manually annotate an encounter, you should also manually start a match from the encounter page. Right now, the bulk import workflow won’t trigger the identification button if it didn’t create an automatic annotation for any of the encounters. I think this might get fixed as part of the status issues we’re addressing, but if it doesn’t, I’ll follow up with a separate ticket soon.
