Hi Jake,
According to the log, this one was manually submitted:
Submitted on Thu Jul 18 16:02:09 UTC 2019 from address: 88.149.104.255
The Gmail address of the submitter is external and listed on the Encounter. I recommend following up to see if they have photos. I don’t think there is a technical issue here. The only way I know of that this could happen is if flukebook.org ran out of hard drive space back in July when this was submitted. I don’t recall such an event back then.
