Spotting Giant Sea Bass Users no Longer Able to Search Encounters or View Submitter/Photographer Information

What happened?
When using the website as a viewer (not logged into my account) I was not able to view photographer or submitter information. This information gives the submitters photo credit for their images. Also, users (not logged in) are not able to search individuals in the upper right-hand corner.
What did you expect to happen?
In the past, users without an account were able to see the photographer and submitter for each encounter and also search individuals to find specific encounters (ex: GSB098).
What are some steps we could take to reproduce the issue?
Allow the photographer and submitter information to be visible when not logged into an account. Allow individuals not logged in to be able to search individuals in the upper right-hand corner of the website.

Limiting search to logged in users and hiding the name and emails of submitters/photographers was an intentional security change with the latest Wildbook versions to restrict the visibility of some previously public data.

Submitters and photographers still receive notification emails with links to individuals they previously submitted that have been resighted.
