I’m just curious about what makes an encounter “unapproved?” Is it something that I neglected to do, or is it something else?

Approved and Unapproved status are merely workflow states some organizations use if they institute a QC step in their ID matching workflow. For example, a student doing uploads and running matching for a researcher who then reviews their work and changes status to Approved to indicate they have seen and accepted to data. No impact otherwise.
