Update Sharkbook roles/locations for readability

The Sharkbook regional permissions need a cleanup, as they’re a mix of numerical codes and written locations at present.

I’ve also included the need to standardize Location IDs, since they also contain alphanumeric options instead of easy-to-read names.

Could we get a list of what the alphanumeric codes all mean? Does it exist? I’m used to the codes in Mozambique, but I need to check some data in Thailand, and I’m stumped on which codes are for Thailand and which geographic range they cover
