Wild North location ID list changed by (or for) skunk bulk import

What happened?
There are many new location IDs in the Wild North list that were not added by T4C - all those listed under Oregon. They appear to be related to a skunk bulk import done by @jason back in May.

I’m not sure if @jason modified the location ID list directly but if he didn’t, then I think there’s a bug somehow that allows new location IDs to be created via a bulk import.

If @jason did modify the location ID list directly for this import, since he doesn’t appear to need it anymore, could these new location IDs please be deleted?
